Stakeholder Workshop - PPD Restriction

 

Introduction: 

The Netherlands National Institute for Public Health and the Environment (RIVM) and the Environment Agency Austria (UBA)
are preparing an Annex XV restriction proposal for 6PPD and related substances. In December 2025 the call for evidence
started in order to gather the information needed for drafting this dossier. 

On the 24th of March 2026 we will be hosting a stakeholder workshop to give a first general overview of the information
which has been provided in the call for evidence. In addition, during break-out sessions we would like to take the opportunity
to collect input from stakeholders on several key-issues we have identified so far.

The maximum number of participants onsite is 50 persons. The plenary sessions of the meeting can also be followed online,
so please indicate your preference for in-person or online participation below. With online participation you are not able to 
interact in the meeting. Please respond before the 7th of March. 
 
In case the number of people registered for the meeting exceeds 50, the organisation will make a selection of the
participants that indicated a preference for in-person participation, to allow for a balanced representation of stakeholders
to attend the workshop. We will contact you if this is the case.

The primary concern and the basis for the restriction is the aquatic toxicity of PPDs/PDs and their oxidation/ozonation and/or hydrolysis products. Possible topics to be discussed are the toxicity of (P)PDs and their transformation products, possible approaches for grouping and on-going testing activities to further determine the toxicity of different P(P)Ds and their transformation products. 

To develop the scope of the restriction regarding which PPDs/PDs should be included, different considerations regarding risk (considering both hazard and exposure) will be discussed. Such considerations include which substances within the group of PPDs/PDs exhibit risks comparable to those expected from 6PPD in case this substance is being replaced by other structurally related chemicals. Further topics which potentially can be discussed in this session are the most relevant combination of exposure pathways and conditions that lead to the formation of specific transformation products as well as the conditions and locations at which the highest environmental concentrations can be expected. 

In this session it will be discussed, which substances can be seen as promising alternatives for 6PPD and related substances in tyres, keeping in mind that regrettable substitution has to be prevented by avoiding alternative substances and/or their transformation products with comparable (eco)toxicity. What are the expected timelines for the development of alternatives and how long will it take companies to implement alternatives once identified? 
The first step is to elaborate an understanding of the tyre sector, including production and import volumes, annual revenues and potential suppliers of alternatives. Proportionality is the balance between costs and benefits of a restriction. What are ideas for proportionate restriction options? Can there be distinguished between different PPD/PD substances when it comes to assessing restriction options? Considering the technical and economic feasibility of alternatives to replace (P)PDs in tyres, different scenarios of most likely reactions of the affected industry to a restriction will be discussed (i.e. substitution, business closure, relocation).
